Apostle Dr. Carmen Lattimore
Apostle Dr. Carmen Lattimore is a native of Buffalo, New York, and resides in Fort Washington, Maryland. She is the widow of the late Senior Pastor Walter E. Lattimore. They have six children, eighteen grandchildren, and six great-grandchildren. She is the Founder, Apostle, and Overseer of Victory Church International (VCI). Under her leadership, VCI has flourished, birthing two churches: Abounding Grace Church International, led by Pastors Lawrence and Sharon Patterson, and House to House, led by Pastor Shirley Jackson.
Apostle Lattimore formerly served as an adjunct professor of Pastoral Theology at Northern Seminary. She is the founder and former president of Greater Works Ministries, a global evangelism organization, and Victory for the Nations, supporting international outreach. She also established The Women’s Coalition for One Million AIDS Orphans, aiding widows and orphans in Africa, and the Five-Fold Development Institute, which trains ministry leaders.
An international revivalist and missionary, she has led outreach crusades, seminars, and retreats across the U.S., Europe, the Caribbean, Guyana, South America, Kenya, and Uganda, spreading the Gospel.
Apostle Lattimore holds a Doctor of Ministry (D.Min.) with distinction from Northern Seminary (2012), a Master of Divinity (M.Div.) with honors from Howard University School of Divinity (1997), and a B.A. in English Literature and Religion from The George Washington University (1984), where she graduated as valedictorian. She has received numerous academic and community awards and was a former member of Phi Beta Kappa and a Ford Fellow at the Smithsonian Institution’s African-American Culture program. In 2007, she was consecrated to the Office of Apostle.
A passionate educator and speaker, she has presented seminars on African-American history, women’s history, and women’s humor. She was also the host and producer of Bowie State University’s television show I AM and a weekly radio broadcast on WYCB-AM, Washington, DC.
An accomplished writer, Apostle Lattimore is the author of several books, including "A Thank You Note from the Demon You Decided to Keep". She is also a playwright, having written numerous Christian productions, including "Finding My Father: Au Senegal", "Me and Moses: A Tribute to Harriet Tubman", "God’s Women: The Way We Were", "My Daughters Are Sleeping with the Same Man: The story of Rachel and Leah", and "A Choir Rehearsal" (a musical).
She currently serves as Overseer and Apostle of Victory Church International.

Pastor-Elect Keith Bernard Williams was born in Washington, DC, and raised in Fort Washington, MD. A man of unwavering faith, he stands on Hebrews 11:1: "Now faith is the substance of things hoped for, the evidence of things not seen."
He attended Liberty University, where he dedicated his life to Christ, and later earned a certification in Audio Visual Engineering from the Institute of Audio Research in New York. In 1998, he joined Victory Church International and, in 2018, graduated from the Five-Fold Development Institute Ministry School, becoming a licensed minister. He currently serves as a deacon, elder, and Pastor-in-Training, overseeing VCI’s Music, Audiovisual, and IT ministries.
Beyond ministry, Pastor-Elect Keith is the Senior Audiovisual Technician at The George Washington University and CEO of Networkz AV. A passionate musician, he has produced original music for ministry events and local artists and is the founding member of the gospel go-go band, Revelations.
He enjoys bowling, cheering for the Chicago Bears ("Da Bears!"), and, above all, serving the Lord. Pastor-Elect Keith is happily married to his lifelong love, Pastor Kue. They reside in Camp Springs, MD, raising their six beautiful children.
Senior Pastor Kue Lattimore-Williams, Esq

Senior Pastor Kue Lattimore-Williams, Esq.
was born in Washington, DC, and raised in Prince George’s County, MD. At the age of nine, she dedicated her life to Christ at the Church of the Great Commission. Shortly thereafter, she traveled to Abaco, Bahamas, for international missions where her passion for evangelizing youth and young adults was ignited.
As the daughter of the late Rev. Walter Lattimore and Apostle Dr. Carmen Lattimore, founders of Victory Church International, Pastor Kue was instilled with a deep passion for service from an early age. By the age of ten, she fully embraced her role in the church, becoming a vibrant and devoted member.
In 2010, she felt God's call to pastoral ministry through the Scripture, “If you love Me, feed My sheep” (John 21:15-17). Responding to this calling, she graduated in 2014 as the valedictorian of the Five-Fold Development Institute and became a licensed minister.
In 2021, Pastor Kue was ordained as an associate pastor of Victory Church International, where she served as Chair of the Titus 2 Mentor Ministry, leader of the Youth with the Truth Ministry, and held positions on the boards of both the Greater Works Ministry and Victory Church International as General Counsel.
On February 5, 2023, Pastor Kue was installed as the Senior Pastor of Victory Church International by Apostle Dr. Carmen Lattimore. She serves as the chair of Victory Church International and Greater Works Ministries Boards and as the Director of the Five-Fold Development Institute training center for ministers.
In addition to her pastoral duties, Pastor Kue is an Assistant State’s Attorney for Prince George’s County, MD. She earned her Bachelor’s degree in English from The George Washington University in 2004 and received her Juris Doctor from The George Washington University Law School in 2007.
Currently, Pastor Kue resides in Camp Springs, MD, with her loving husband, Elder Keith Williams, and their six wonderful children.
